Here is my opinion about what is happening with Cartoon Network and iTunes (sorry for my English).
As you know, the eighth episode did not appear in iTunes, because Cartoon Network did not give episode to iTunes:

Only after one week and one day ninth episode finally arrived on iTunes, and then the eighth episode. But what surprised me was when I downloaded the ninth episode in the resolution of 1920x1080 pixels, is the quality of the video. Picture in the video looks like a stretched video, which had a lower resolution:
And if you study it, you can see that this stretching was made from video, which had a resolution of 960x540 pixels - here for clarity decreased (reduced) to 960x540 picture:
And it's not the fault of iTunes, because in the same video of this episode in the opening theme picture looks fine - there are honest 1920x1080 pixels:
And it's not the fault of Cartoon Network. If you look at the pictures of preview for the video, which are loaded on the official YouTube-channel of DreamWorks Animation, you can see the same stretching in the 9th episode:

Moreover, the 8th episode has the same stretching:

In the 7th episode is nothing wrong with the quality of the picture - there are honest 1920x1080:

That is the whole thing in the studio, where the actual rendering of the episodes. My opinion is:
Studio has become not have time to do the episodes in accordance with the weekly show, causing missing previews of the 8th and 9th episodes, decreased resolution of the video of episodes from 1920x1080 to 960x540 (resolution decreased because render of half-resolution 960x540 is faster than 1920x1080 - this is to save time, to have time to deliver the episode in time), also decreased the quality of the animation and textures in these episodes. It also follows a pause in the showing of the series - probably, Cartoon Network made this pause to give time for the studio to make the following episodes, that is, they gave them more time to work through the episodes.
In general, I think the Cartoon Network at first did not give the eighth episode to iTunes just because rendering of the episode had half resolution - there were no real 1920x1080p. And the studio has had no time to deal with redoing the 8th episode, they had to urgently make the ninth episode for the Cartoon Network, so they also quickly made it half the resolution to be on time. And when the ninth episode showed, Cartoon Network finally decided to give what they had (probably due to a heap of requests and complaints from users to put the episodes on iTunes). Both 8 and 9 episodes have real resolution of 960x540 at the moment.
In general, it is understandable that it is not easy to make and release weekly episodes with such high quality picture and animation.
Conclusion: The appearance of a delay in showing of new episodes of DRoB (hiatus), as well as reducing the quality of the animation and the video resolution in the last two episodes (8th and 9th) caused by that studio has become not have time to do new episodes in accordance with the weekly schedule. This is not the fault of Cartoon Network and not the fault of iTunes. Just studio miscalculated their forces to produce weekly episodes with such high quality picture and animation as they were in previous to the 8th episode.
